<br />SPECIFIC OBJECTIVES <br /> <br />Specific objectives further refine the <br />management objectives completed during <br />the 1993 management assessment <br />workshops. They provide clarity and <br />priorities. These objectives are resource-, <br />geographic., or issue.specific. They may <br />include products to be produced or <br />conditions to be attained or maintained. <br />As a whole, objectives are interrelated <br />and interdependent. The specific <br />objectives provide a basis for allocating <br />resources and define management regions <br />in the park. <br /> <br />Black Canyon of the Gunnison <br />National Monument <br /> <br />The following resource., geographic-, <br />and issue. specific objectives apply to <br />Black Canyon of the Gunnison National <br />Monument. <br /> <br />Prime Resource <br /> <br />Prime resource lands are defined as those <br />resources that made a direct contribution <br />to establishing the park as a unit of the <br />national park system and are related to <br />the park's purpose and significance. <br />Other lands within the monument are also <br />important to protecting and supporting <br />the prime resource, but are not <br />considered to be the prime resource. <br /> <br />Prime resource lands for the monument <br />are those lands from the canyon edge to <br />the Gunnison River below, mostly known <br />as the Inner Canyon. The Inner Canyon <br />and the majority of the westernmost <br />upland, consisting of 11,180 acres, is <br />wilderness designated under Public Law <br />94.567 (October 20, 1976). These lands <br />are managed as part of the National <br />Wilderness Preservation System, <br /> <br />12 <br /> <br />designated by Congress and legally <br />protected as wilderness in perpetuity. <br />The Wilderness Act defines wilderness as <br />follows: "generally appears to have been <br />affected primarily by the forces of nature, <br />with the imprint of man's work <br />substantially unnoticeable." Wilderness <br />areas are managed for the use and <br />enjoyment of the American people in <br />such manner as will leave the areas <br />unimpaired for future use and enjoyment <br />as wilderness. Management includes the <br />protection of these areas, the preservation <br />of their wilderness character, and the <br />gathering and dissemination of <br />information regarding their use and <br />enjoyment as wilderness. Public <br />purposes of wilderness include <br />recreation, scenic preservation, scientific <br />study, education, conservation, and <br />historical use. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Resource-Specific Objectives <br /> <br />· AIR - Perpetuate and preservc <br />outstanding air quality in the monument, <br />which reflects its critical importance to <br />visitor enjoyment, human health, scenic <br />vistas, and the preservation of natural <br />systems and cultural resources consistent <br />with the aims of a designated Class I <br />airshed. <br /> <br />Conditions to be attained: <br /> <br />1) Facilities and activities within parks are in <br />compliance with Clean Air Act requirements, <br />including state and local regulations, <br /> <br />2) Infonnation and tools needed to document air <br />quality conditions have been acquired. <br /> <br />3) A strategy to use available information to <br />remedy existing and prevent future air <br />pollution effects on park resources and <br />values has been developed, <br />
