fiJ0254

lligh PlaIns Study
Page two

1) Energy production, royalties, contracts and water requirements

2) Employment and in<:ome derived from energy production and processing

3) Energy requirements for irrtgat:ion.

OEC would like to call on the expertise of the appropriate state agencies where
this expertise lies, Therefore, the following arrangement is suggested in the
delivery of the above projects:

1) Energy Production, Division of Water Resources will write the contract
for the production projections with royalties and water requirements included
1.n the assessment. OEe will over.see the contrnct wi.th representnti, ves of
DNR to assure compatibility with the overall supply plan efforts of DNR,
The Energy Activity Monitoring System (EAMS) can be used to assess long-
term contracts. Estimated cost: $15,000,

2) OEC will work with Division of Planning and CSU to establish the appropriate
agency to perform the employment and income projections contracts. GEe
will oversee the contract with representatives of DLA and the Socio-Economic
Impact Office to assure compatibility with the state impact planning efforts,
Estimated cost: $2500,

3) OEC wilJ work with CSU and the A-I el~ment to establish a contract to
perform the assessment of the energy requirements for irrigation.
Estimated cost: $2500,

In this way, the state agencies with the appropriate expertise will be performing
the neccst>ary projections. An advisory t,:.olluuittce will oversee the projects to
assure compatibility with the overall state energy planning efforts, In the
non-demand roles, OEC will serve only the coordination role designated to it by
the Division of Water Resources, The recommended inter-agency cooperation roles
arc summarized in Table 1. The key projections in each category are summerized
in Table 2,

Specifi.cations

Demand Proiections.

The principal output of the demand portion of tb€ A-2 element is to be a projection
of energy consumption for ti,e High Plains area of Colorado, The projections will
be for the period 1980-2020, Specific values will be given for the years, 1980,
1985, 1990, 1995, 2000, 2010, 2020, These projections will be in tabular form,
They "ill include a "most likely" proj ec~ion as well as upper and lower bounds
for the proj ec~ions, These ranges will ref lec t dtoll1ographic and economic
variances as well as changes in technologies, The data will be displayed graphically
where appropriate,

'.
