IJlt[i;t,~)!J <br />OFFICE OF ENERGY CONSERVATION <br />1) 1': NYJ.: u. <br /> <br />BUIE SEAWELL <br />Director <br /> <br />I1IGII PLAINS STUDY <br /> <br />JlJ{M'"r HOl(K PLAN <br />ENERGY ELEMENTS <br /> <br />Purpose <br /> <br />The purpose of the A-2 Research Elements are: <br /> <br />1) To project time profiles for the High Plains area of Colorado for <br /> <br />a) Energy production and consumption <br /> <br />b) Royalty payments to landowners for energy production <br /> <br />c) Employment and other locally induced incomes associated with <br />energy production <br /> <br />d) The amount of water used for energy produc tion. including secondary <br />and tertiary recovery techniques for oil, <br /> <br />2) To determine other sources of euergy in each state that would be <br />available as necessary to provide continued support for the economics of <br />the High Plains. <br /> <br />I <br /> <br /> <br />/ <br /> <br />, <br />I. <br /> <br />Office of Energy Conservatton Role <br /> <br />The demand analysis provided by DEC in the High Plains Study is part of an overall <br />state planning effort involving both energy supply and demand, The High Plains <br />work will serve as a prototype of the overall energy demand plan being developed <br />for the state, The other major state agencies involved in the state energy planning <br />process are Department of Natural Resources in the'development of a comprehensive <br />energy supply plan and the Socio-Economic Impact Office of the Department of Local <br />Affairs which is concurrently developing tIle energy impact plan, DNR has the <br />expertise and continuing function to address energy supply issues, DLA through <br />the Division of Planning and through cooperation with CSU is developing the <br />economic impact capabilities related to energy, The role of OEC is to address <br />the demand issues regarding sta te ,.energy impacts, <br /> <br />With these concurrent activities in mind, OEC proposes an inter-agency cooperation <br />.:Igreement with other agencies, The Division of Water Resources has requested OEe <br />to take the lead on all the energy elements of A- 2..
