ENERGY ELEMENTS

Purpose

The purpose of the A-2 Research Elements are:

1) To project time profiles for the High Plains area of Colorado for

a) Energy production and consumption

b) Royalty payments to landowners for energy production

c) Employment and other locally induced incomes associated with
energy production

d) The amount of water used for energy produc tion. including secondary
and tertiary recovery techniques for oil,

2) To determine other sources of euergy in each state that would be
available as necessary to provide continued support for the economics of
the High Plains.

Office of Energy Conservatton Role

The demand analysis provided by DEC in the High Plains Study is part of an overall
state planning effort involving both energy supply and demand, The High Plains
work will serve as a prototype of the overall energy demand plan being developed
for the state, The other major state agencies involved in the state energy planning
process are Department of Natural Resources in the'development of a comprehensive
energy supply plan and the Socio-Economic Impact Office of the Department of Local
Affairs which is concurrently developing tIle energy impact plan, DNR has the
expertise and continuing function to address energy supply issues, DLA through
the Division of Planning and through cooperation with CSU is developing the
economic impact capabilities related to energy, The role of OEC is to address
the demand issues regarding sta te ,.energy impacts,

With these concurrent activities in mind, OEC proposes an inter-agency cooperation
.:Igreement with other agencies, The Division of Water Resources has requested OEe
to take the lead on all the energy elements of A- 2.. The non-energy elements lie
in three (3) areas:
