<br />. <br /> <br />. <br /> <br />The Municipal Subdistrict, Northern Colorado <br />Water Conservancy District, is also a political subdivision <br />of the State of Colorado, and a body corporate with all <br />the powers of a quasi-municipal corporation. It was <br />organized as a subdistrict of the Northern Colorado Water <br />Conservancy District by Decree of the District Court of Weld <br />County on July 6, 1970, pursuant to the Water Conservancy <br />Act. The Subdistrict was formed under the sponsorship of <br />the Cities of Boulder, Longmont, Loeveland, Fort collins, <br />and Greeley, and the Town of Estes Park, collectively known <br />as the Six Cities, for the purpose of developing a new and <br />independent supplemental supply of water for the use of the <br />Six Cities or their other 'subsequent assignees. As defined <br />in the Conservancy Act, a subdistrict thus formed is a <br />separate and independent conservancy district with the same <br />powers and legal standing, as its parent district. The Board <br />of Directors of the, Subdistrict is, by statute, the same as <br />the District. <br /> <br />Subequent to the organization of the Subdistrict, <br />this agency has pursued the planning and development of a <br />water resources project on the western slope known as the <br />Windy Gap Project. This project was originally conceived <br />by the Six Cities and they originally filed the applications <br />necessary for acquiring a conditional water right for the <br />project. This project was proposed for the purpose of pro- <br />vidin~ an independent water supply for these cities and in <br />order to help preserve the agricultural economy of north- <br />eastern.
