<br />r <br />I <br /> <br />(JO(J~o5 <br /> <br />. <br /> <br />Outlook. - Additional delays and problems are expected in the BCT verifica- <br />tion program because utilities are continually changing plans for new <br />powerplants. These plans will require close monitoring to take advantage <br />of future saline water use opportunities. Program impacts from this unit <br />must be considered long term since a BCT verification program may extend <br />up to 5 years. Additional delays in powerplant construction will also <br />limit development of saline water use opportunities. <br /> <br />Aquatrain. - Recent changes in project scope and concept (additional <br />commodities, water sources, intermediate delivery points, corridor alterna- <br />tives, and design) have expanded the potential impacts for sal inity <br />control. However, the added complexity of the proposed system and neces- <br />sary marketing and suport activities will result in additional scoping <br />studies and corridor analysis. <br /> <br />Aquatrain could accelerate the completion of those units which would <br />supply water to the pipeline. It would allow collection of water from <br />several units and, where collected, would eliminate the need for other <br />separate collection and disposal features. For example, water from the <br />Big Sandy River, Glenwood-Dotsero Springs, and Price-San Rafael Rivers <br />Units could be combined into the Aquatrain system and thus eliminate the <br />need for other major structural measures in those unit areas. <br /> <br />c' <br /> <br />Outlook. - Program planning schedules will continue to be better defined, <br />and Reclamation-funded studies will provide needed evaluation of the <br />changes in project scope. W. R. Grace & Co. continues to demonstrate good <br />faith in continued support of C02 pilot plant studies and is seeking <br />private funds for additional proof of concept studies. Additional studies <br />of the economics of liquid C02 production and marketing are needed to <br />support the concept. A possible linkup with the IPP complex or similar <br />short-haul transport situation provides the opportunity for phased imple- <br />mentation with large-scale salinity reduction by Aquatrain possible in the <br />late 1980's. <br /> <br />MAJOR ISSUES AND CONCERNS <br /> <br />Reclamation's WQIP <br /> <br />Most of the delays and changes in project concept or scope can be related to <br />the complexities and unknowns in the saline ground-water systems found in all <br />source areas. Assessment of the program uncertainties have resulted in <br />reduced salinity impacts and higher costs per unit reduction. <br /> <br />In view of the continuing issues involving water rights for evaporation pond <br />disposal and exportation and the technical problems of disposal ponds (costs, <br />need for liners, acceptable leakage), ~sing the collected saline waters for <br />benefici . strategy that satisfies thes~ concerns..J <br />However, this strategy increases our dependence on he vagaries of energy. / <br />development and the water use plans of private industry. <br /> <br />7 <br />
