The schedule will again slip if precunstruction activities are not <br />started in FY 1985. The preferred plan at this time consists of combining <br />the Rocky Ford Ditch into the Highline Ditch and concrete-lining 28.5 miles <br />of high and moderate seepage canals in the remainder of the Montezuma Valley <br />Irrigation Company system. These improvements are expected to reduce salinity <br />concentrations at Imperial Dam by 2.4 mg/L. <br /> <br />Outlook. - There is strong local support for construction of the unit by <br />the Montezuma Valley Irrigation Company. We see significant problems with <br />both coordination with SCS and local interests if we continue to delay <br />advance planning activities on this viable project. <br /> <br />Uinta Basin Unit. - The Regional Director's planning report and draft environ- <br />mental statement is scheduled for completion in FY 1984. A decision to <br />initiate preconstryction activities (advance planning) in FY 1985 is pending. <br />Without a start in FY 1985, Reclamation's program will slip again. The <br />current preferred plan consists of lining about 59 miles of canals and <br />laterals, which would reduce salinity concentrations at Imperial Dam by <br />2.4 mg/L. <br /> <br />y <br /> <br />Outlook. - Delay of a 1985 start with advance planning and a related delay <br />in construction will compound coordination problems with ongoing SCS <br />implementation activities and local interests. <br /> <br />PVID (Palo Verde Irri ation District) Unit. - A decision to initiate pre- <br />construction activities advance planning in FY 1985 is pending. The PVID <br />indicates they will provide a letter of intent by mid-March urging immediate <br />implementation of the program and will continue to actively pursue authoriza- <br />tion for construction through their congressional representatives and the <br />Forum. The District wants to rehabilitate their entire distribution system <br />through the salinity control program with appropriate salinity control <br />credits to the district for work outside the Palo Verde subarea. <br /> <br />Outlook. - Continuing delays with advance planning activities will com- <br />pound coordination problems with both PVID and with SCS implementation of <br />the on-farm salinity control program. Water rights issues will have to <br />be addressed and resolved. <br /> <br />Dirty Devil River Unit. - Work is underway to more accurately identify, <br />locate, and quantify the problem. The study is scheduled for completion in <br />FY 1987. <br /> <br />Outlook. - Ongoing studies are necessary before any potential control <br />measures can be assessed, although it appears that agricultural source <br />controls and point source collection systems may be effective in some <br />reu. <br /> <br />Saline Water Use and Disposal Opportunities Unit <br /> <br />BCT Verification Program. - The BOA (Basic Ordering Agreement) to obtain <br />consulting services for a BCT (binary cooling tower) verification program <br />at Hunter Powerplant is under preparation. Utah Power and Light is still <br />interested in the program and appropriate tax credits, but points out some <br />potential problems in cost-sharing and unit ownership. <br /> <br />6 <br />
