<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />2 <br /> <br />In mid 1969 it appeared funds might become available from Agricultural <br />stabilization and Conservation Service if plans and specifications could <br />be prepared, rights of way obtained and the project substantially com- <br />pleted by the end of the calendar year. <br /> <br />Directors Dale Sowards and Kelly Sowards were asked to make necesaary <br />contacts with land owners to see where rights of way could be obtained. <br />As soon as a continuous right of way was found to be available field <br />surveys were made and right of way daeds written. It is of interest <br />that all rights of way were conveyed to the District at no cost for land. <br /> <br />On October 21, 1969 the plans and specifications were approved by Soil <br />Conservation Service. By this time the project had been increased in <br />size and scope with inclusion of the West Branch adding two and one-half <br />miles of excavation and it was decided that structures would have to bs <br />included as part of the project. The project wae advertised in October <br />and a bid opening held November 7. The low bid was approximately $150,000 <br />and far exceeded available funds of $8~,OOO from Agricultural Stabil~ation <br />and Conservation Service and 325,000 from the State of Colorado; however, <br />it was decided to proceed with construction to the extent available <br />funds would permit. <br /> <br />Non-resident land owners caused a delay in acqulrlng the rights of way <br />and construction was not started until December 3. Work wae halted on <br />January 6 by a stop work order because of excessive frost. Work re- <br />commenced on February 28 and the project was completed by the contractor, <br />J. D. Dye, on June 6, 1970. A total of 133 construction days was used, <br />well within the time allotted by the construction contract. <br /> <br />Supplemental grante were made in 1970 by Agricultural Stabilization <br />and Conservation Service for $55,000 and by the State of Colorado for <br />$20,000. This provided funds for completion of the project and addition <br />of other work which should reeult in a decrease in future costs of <br />operstion and maintenance. <br /> <br />2. <br /> <br />Work Done to Complete the Project <br /> <br />An account of the work done and itemization of the costs is presented <br />in detail in the next section of this report. It is interesting to note <br />that in drain excavation alone 362,850 cubic 'yards of dirt were moved. <br />With structures, field drops, ditches and side drainage an estimated <br />total of 400,000 cubic yards of material waa excavated. Approximately <br />5000 feet of metal pipe was installed which varied in size from 12 to <br />~8 inch diameter and over 1000 cubic yards of riprap was installed at <br />bends and pipe entries. <br /> <br />0570 <br />
