model was also discussed. The Study
Team suggested those operating the
system would need to be involved in
reviewing the results to determine if
the model is working properly. The
calibration, verification, and testing
process for the model will undergo fur-
ther review and discussion prior to
adopting a method.

The Nebraska Department of
Water Resources provided a copy of
Nebraska's North Platte River Model
for use in the evaluation. Reclamation
distributed a copy of the program
code to the study team members for
review. The Nebraska model will be
reviewed and discussed in detail at the
next team meeting. This will complete
the review of existing North Platte
River models and allow the team to
concentrate on the development and
review of Reclamation's North Platte
River Water Utilization model to be
used in evaluating the operational ef-
fects of the existing North Platte River
projects.

The team meeting concluded
with a question and answer session
that was very productive in highlight-
ing items to be included in the model
and clarifying the operations of the
North Platte system. Items discussed
and clarified included the ownership
storage accounting process, comput-
ing and accounting for evaporation by
ownership, Glendo Unit water regula-
tion, priority of project storage,
guidelines used to release water from
Reclamation facilities on the North
Platte River, irrigation delivery travel
times. and Glendo Unit uncontracted
water. Study Team leader Duane
Woodward noted that the team has
developed an appreciation of the com-
plexity of the North Platte River sys-
tem and an understanding of the
magnitude of items to be incorporated

"The team has developed an
appreciation of the complexity
of the North Platte River
System and an understanding
of the magnitude of items to be
incorporated into the model."

into the model. The next Hydrology
Study Team meeting will begin at 1
p.m. on November 18 and end by 4
p.m. November 19 at Reclamation's
North Platte Projects Office in Mills,
Wyoming.

Questions and Answers

The first public meetings to ex-
plain and discuss the Plan of Study
for Reclamation's evaluation were
held November 1990 in North Platte,
Nebraska; Loveland, Colorado; and
Casper. Wyoming. Following the for-
mation of the Hydrology Study Team
in January 1991 and the distribution
of the first quarterly "Platte River
Evaluation Update" in March 1991,
several questions have been asked
regarding the evaluation. The follow-
ing are the most frequently asked
questions and the answers that have
been provided by Reclamation:

1) Clarify the purpose of the
Hydrology Study Team.

The purpose of the Hydrology
Study Team is to provide technical
input and assist Reclamation in the
development of hydrologic models

2

that have a wide basis of under-
standing and acceptability among the
various interest groups. At the
present time, the Study Team is
reviewing existing North Platte River
models and providing input regarding
the development of a North Platte
River Water Utilization model.

2) When will Reclamation have
a hydrology model available for the
North Platte River?

The Hydrology Study Team's
review of existing models will be com-
plete following the next team meeting
in November. Based on the review
and input provided, Reclamation will
prepare and document the first draft
of the North Platte River Water
Utilization Model for Study Team
review. Reclamation anticipates the
draft North Platte River model will
be available for review in January
1992 and the Study Team model for
the North Platte River being
completed by May 1992.

3) Will the same Hydrology
Study Team be involved in the
development of South Platte and
central Platte River hydrology
models?

Reclamation anticipates the
Hydrology Study Team will continue
to assist Reclamation in the develop-
ment and review of the South Platte
River model and the central Platte
River model. As model development
and review moves to the various por-
tions of the basin, the level of input
from individual parties and team
members is expected to vary.
