The flood costs are non-reimbursable. The pre- <br /> <br /> <br />sent estimated cost of the ?latoro reservoir is ~3.750~OOO.OO. The 60 per oent <br /> <br /> <br />share of this amount allocable for repayment by the water users is withi::J. the <br /> <br /> <br />ability of such water users to re-pa.y.. <br /> <br />The total acreage in the Cc~ejos Water Conserv~oy Distriot is 116.310 <br /> <br /> <br />acres. This land is now served by e.pproxinately 130 ditohu which divert from <br /> <br /> <br />the Canejas and its tributaries under direot flow deorees. These exoeed the <br /> <br /> <br />norno.l u.:ss.b1e flow of the stream. :2:;;:oess water is available only during times <br /> <br />of e::trerne flood. For the project to be suooess ful the owners of these direct <br /> <br />flow decracs will ha.ve to forego diversioru!l previously rr.nde by them during the <br /> <br />early part of the irrigation season and pert:lit the storar;a of suoh water in <br /> <br />the reservoir for use during periods of low stre~~ flow. Suoh an arr~oment <br /> <br />may be consummatod only through voluntary agreement of tho wa.ter usors. <br /> <br /> <br />~le Conejos unit of the S~ Luis Valley project 1s a. pure reclama.tion <br /> <br /> <br />project. It hils no pOo'/er features whatsoever. Ho publio land of the United <br /> <br /> <br />States is included withL'"l. the bounda.ries of the Conejos Distriot. The project <br /> <br /> <br />will not develop ~~ ~eW water but rather will re-regulate water now oovered by <br /> <br /> <br />existi~ a.ppropriation deorees. In other words. the project is not even a true <br /> <br /> <br />suppleJ::IButal water supply projeot. All the projeot does is to furnish the <br /> <br /> <br />faoilities for storing water whieb in former years ~as beon diverted. The <br /> <br /> <br />Eureau will thus perform a service by the construotion of storage facilities <br /> <br /> <br />which :!tight be co:npared with the service re::.dered by the construction of the <br />/ <br />All-;~~ica~ Canal ~'"l.de~ the Boulder C~yon Project .~t.
