<br />RECOMMENDATION AND PRIORITY <br /> <br />The residents of Limon are currently faced with water shortages <br /> <br />during peak demand periods. They need additional water source devel- <br /> <br />opment along with the necessary water rights. In addition, much work <br /> <br />is needed on the existing distribution lines and additional storage is <br /> <br />needed for peak demand and adequate fire flow. The proposed project <br /> <br />will solve all of these problems. <br /> <br />Limon has contacted some federal agencies for assistance and it <br /> <br />appears that federal funds will be available for the project; however, <br /> <br />they cannot obtain all of the necessary funding from them. The proposed <br /> <br />funding for this project is therefore as follows: <br /> <br />Federal Grants and/or Loans <br />state Funds (to be repaid by water use <br />charges) <br /> <br />$ 831,000 <br /> <br />$ 83l,DOO <br />$1,662,000 <br /> <br />Under this financing arrangement, water use charges would be <br /> <br />levied by the state at the rate of $48,057 per year for thirty years. <br /> <br />Total repayment for the project would be $1,441,710. <br /> <br />The average water rate in town is currently ten to eleven dollars <br /> <br />per month. with the project this will increase to approximately seven- <br /> <br />teen dollars per month. This new rate is estimated with the assumption <br /> <br />that the town will charge a minimum of $500 for new taps to the system. <br /> <br />It is recommended that the project as herein described be construc- <br /> <br />ted by the board to the extent of $831,000 with the provision that the <br /> <br />town of Limon furnish additional financing to the extent of $831,000 <br /> <br />and that the project be recommended and submitted to the Colorado <br /> <br />General Assembly during the 1978 session as priority number seven. <br /> <br />FLS:kmj <br /> <br />2412 <br /> <br />- 3 - <br />
