<br />. <br /> <br />. <br /> <br />PRODUCTS AND RESPONSIBILITIES <br /> <br />EA/EIS products are identified, as are project responsibilities for the lead and <br />cooperating agencies, Key staff participants from the involved agencies are identified. <br />Finally, a tentative schedule of milestones in public participation, document <br />preparation, and review process is developed, The schedule is ambitious and all <br />participants will need to aggressively pursue their assignments, The schedule and <br />products needed may need to be revised following the initial scoping efforts and at <br />other points during the process. <br /> <br />THE TASK <br /> <br />In a cooperative effort, the Bureau of Reclamation, the National Park Service, the <br />Bureau of Land Management. and the Colorado Water Conservation Board will be <br />entering into studies and negotiations to determine the flow needs of the resources <br />of the Monument and Lower Gorge and mesh these needs with the operation and <br />purposes of the Aspinall Unit, From this review the agencies will determine the <br />possibility of developing a water service contract to provide long-term protection of <br />the stream flows in the Gunnison River through the Black Canyon of the Gunnison <br />National Monument and the Gunnison Gorge and to meet other contract goals. <br /> <br />DATA COLLECTION <br /> <br />Data are available in agency reports and in the scientific literature of a number of <br />disciplines, The BOR, BLM. and NPS have small scientific libraries, and interlibrary <br />loan capabilities, Individuals on the team have access to professional literature and <br />reference material on reservoir management, river resource management and river <br />ecology. <br /> <br />DATA AVAILABLE <br />Data on the operation of the Aspinall Unit <br /> <br />Information on the historic Gunnison River flows and reservoir <br />operations <br /> <br />Information and computer models to evaluate alternative changes <br />in Aspinall operations <br /> <br />Data on trout fisheries. trout habitat, and angling recreation in the <br />Gunnison River and on Blue Mesa Reservoir, <br /> <br />Some data on wildlife species, waterfowl, eagles, peregrines, and <br />otte rs. <br /> <br />3 <br /> <br />001009 <br />
