<br />. <br /> <br />. <br /> <br />PRELIMINARY WATER SERVICE CONTRACT ALTERNATIVE <br /> <br />Using the results of previous studies and meetings, an initial attempt can be made to <br />define a possible alternative, This alternative is the development of a water service <br />contract between the Bureau of Reclamation, National Park Service, Bureau of Land <br />Management, and the Colorado Water Conservation Board for delivery of water to the <br />Monument and Gunnison Gorge, <br /> <br />COMPLIANCE <br /> <br />An EA or EIS will be prepared to assess the impacts of the various alternatives for <br />establishing a process which will deliver water to the Gunnison River to the Monument <br />and Gunnison Gorge from the Aspinall Unit. <br /> <br />The EAtEIS will follow the provisions of the Endangered Species Act of 1973, as <br />amended, P.L. 93-205, 87 Stat. 884, 16 U,S.C, 1531 et seq, and the National <br />Environmental Policy Act of 1969, P.L. 91-190, 83 Stat, 852,42 U,S.C, 4321 et seq. <br />Guidance for EAtEIS preparation will be from the Council on Environmental Quality <br />regulations, 40 CFR ~ 1 500-1508, The EAtEIS will also comply with direction from <br />the three agency guidelines including Part 516 of the Interior Departmental Manual; <br />NPS-12, National Environmental Policy Act Guideline and Reclamation's NEPA <br />compliance instructions, <br /> <br />PUBLIC INVOLVEMENT <br /> <br />A public involvement plan will be prepared to present milestones for public review, <br />Public involvement will be sought throughout the project, The first two such sessions <br />will be public information meetings (April 1992) and issues scoping (May 1992), <br />Contract negotiation meetings will also be open to the public so the public can view <br />the process and at the conclusion of each session ask questions, If an EIS is <br />prepared, a Notice of Intent to prepare will be published in the Federal Register, as will <br />Notices of Availability, for the draft and final EIS's and Record of Decision, Notices <br />will also be placed in the Federal Register on the availability of scoping information, <br />News releases will publiCize those notices and availability of scoping brochures and <br />the dates and locations of the negotiation sessions and other meetings.
