To develop and implement a consumptive use model for the Colorado River Basin
by using the Gunnison Basin as a prototype. This consumptive use model will
compute the amount of water use or depletion due to human activities.
. To implement some of the recommendations for appropriate changes to the USBR
methods manual for application in the State of Colorado.
. Maintain the same categories of water consumption as the USBR's "Colorado River
System Consumptive Uses and Losses Report," which is produced every five years.
. Verify the 1985 values for the USBR report for the Gunnison Basin using the
CRDSS CU prototype.
. The consumptive use model will be developed and linked to the CRDSS
INFORMIX and GRASS databases through a DMI.
. To coordinate with the USBR in the development of the 1986-1990 "Colorado
River System Consumptive Uses and Losses Report."
. Implement system using a graphical user interface, with ability to create and
modi~the baseline scenarios.

The subtasks identified in the workplan to meet these objectives are:
. Design for CU Model
. DMI Software
. GU! Development
. Users' Manual
. Technical Methods for Calculating Agricultural CU
. CU Methods for Stock Ponds
. CU Methods for Livestock
. CU Methods for Municipal and Industrial
. CU Methods for Exports
. CU Methods for Evaporation from Reservoirs

2.1 Design for CU Model
The CU model will provide the user with a modeling environment that includes the
selection and modification of parameters. Standard baseline scenarios based on the
numbers for the USBR Colorado River System Consumptive Uses and Losses Report will

7/13 /94 - Draft of Task Memorandum

1

IDS Group, CSU
