IN ALAMOSA, GARfIELD AND RIO GRANDE COUNTIES <br /> <br />WHEREAS, spring snowmelt has caused flooding conditions to exist <br />in A1amosa, Garfield and Rio Grande counties in the State <br />of Colorado; and <br /> <br />,. <br />i <br />, <br /> <br />WHEREAS, said flooding has resulted in significant damage to public <br />and private property in A1amosa, -Garfield and Rio Grande <br />counties; and <br /> <br />WHEREAS, immediate assistance is required to protect public health, <br />to reduce further damage, to ensure publ ic safety; and to <br />render emergency relief; <br /> <br />NOW, THEREFORE, 1, Richard D.
