<br />000459 <br /> <br />-6- <br /> <br />Ten regional assessments are to be carried out by the general contractor, <br /> <br />They are: (1) inter-basin transfer; (2) institutional; (3) national and <br /> <br />regional impacts; (4) crop prices; (5) agriculture and water; (6) energy <br />price and technological; (7) environmental impact; (8) dry land farming; <br />(9) unconventional water supply; (10) non-agricultural development potential. <br />In addition, three state element studies are to be carried out in each <br />state. These studies are: (1) farm production; (2) state impacts; (3) energy <br />production. The state and regional element studies are to be carried out <br /> <br />simultaneously with the states serving as sub-contractors to the general <br /> <br />contractor, If the states do not assume this responsibility, the general <br /> <br />contractor will handle the work, <br /> <br />ALLOCATION OF FUNDS <br />As of this date, three million dollars has been appropriated by Congress. <br /> <br />The legislation provides authorization for six million dollars, Members of <br /> <br />Congress from the six state area have assured High Plains Council members that <br /> <br />they will monitor appropriations and ask for the additional three million to <br /> <br />be placed in a supplemental appropriation or included in EDA's regular budget <br /> <br /> <br />for fiscal year 1979. It is anticipated that the additional three million <br /> <br /> <br />dollars would then be available for use on October 1, 1978. <br /> <br /> <br />The Council has determined that the appropriations should be divided in <br /> <br /> <br />the following manner: (1) three million dollars set aside for costs incurred <br /> <br /> <br />by the general contractor; (2) two million dollars allocated to the individual <br /> <br /> <br />states for their study activities; (3) 775 thousand dollars allocated to the <br /> <br /> <br />Corps of Engineers; (4) the transfer of water from adjacent lands study; <br /> <br /> <br />and (5) 225 thousand dollars in a reserve account for contingencies.(7) <br />
