<br />OOJ458 <br /> <br />-5- <br /> <br />STUDY ORGANIZATION <br /> <br />The Secretary of Commerce is directly responsible to Congress for the <br /> <br />study (attachment 4). Public Law 94-587 requires the Corps of Engineers to <br /> <br />examine the alternatives of water transfers from adjacent areas. Lateral <br /> <br />coordination will be carried out by the Corps and the Council, however, the <br /> <br />Corps is directly responsible to Commerce for the water transfer study element. <br /> <br />The High Plains Council has the responsibility for policy guidance, The Council <br />itself should insure close state involvement. <br /> <br />The structural chart provides for two advisory groups -- a State Advisory <br /> <br />Group for Council members of each state and a Technical Advisory Group for the <br /> <br />entire Council. <br /> <br />The State Advisory Groups are optional with each state delegation. It <br /> <br />is anticipated this may vary from state to state. <br /> <br />c The Technical Advisory Group will include representatives from: <br /> <br />(1) the Economic Development Administration; (2) the Water Resources Council; <br />(3) the U.S. Department of Agriculture; (4) the U,S. Department of Interior; <br />(5) the Corps of Engineers; (6) the U.S. Department of Labor; (7) the Missouri <br />River Basin Commission; (8) the Arkansas-White-Red River Basin Interagency <br />Committee; (9) the Ozark's Regional Commission; (10) the Environmental <br />Protection Agency; (11) the Old West Regional Commission; (12) the U.S. Depart- <br />ment of Housing and Urban Development; (13) the U,S. Department of Energy; and <br />(14) representatives of states' congressional delegation, As of this writing, <br /> <br />the Technical Advisory Group has not been formed. <br /> <br />A general contractor will be secured to serve as the principal coordina- <br /> <br />tor of the entire study effort, EDA, in coordination with the Council, is <br /> <br />currently in the process of securing a contractor through lengthy government <br /> <br />bidding procedures. The final selection of the general contractor is expected <br /> <br />by mid-June 1978. (6) <br />
