If the states do not elect to carry out the study elements, <br /> <br />the general contractors will assume this responsibility. Each state will have to <br /> <br />determine whether they will carry out the assigned state elements prior to the <br /> <br />development of the work plan. After that determination, allocation of funds to <br /> <br />the states will become a necessity. <br /> <br />Each state has one person designated as a liaison officer for the High Plains <br /> <br /> <br />Study activity. This six member group held a meeting in Dallas, Texas on October 12, <br /> <br /> <br />1978 with the general contractor and have scheduled their next meeting for <br /> <br /> <br />December 20 in Dallas to review the draft work plan for the study. <br />
