His formal training is augmented by a <br />unique personal background which includes eighteen years living overseas, <br />extensive construction field experience, and an active involvement in <br />professional organizations. Mr. Bowen's range and depth of academic <br />studies and personal experience have helped him make important technical <br />and managerial contributions to his projects at Battelle. <br /> <br />Relevant Experience <br /> <br />Environmental Assessment <br /> <br />Draft Environmental Impact Statement, Oneida County Energy Recovery Facil- <br />l!l; for Oneida County: Wrote the baseline description and the impacts <br />analysis sections for surface water for a proposed muniCipal waste-to- <br />energy facility in Oneida County, New York. Also coordinated the writing <br />of a supplemental ash landfill statement and wrote the water impacts <br />sections, 6/82 <br /> <br />Draft Environmental Impact Statement, Sale of Segment 0 of the Oak Ridge <br />Reservation to the City of Oak Ridge, Tennessee; for the U.S. Department <br />of Energy: Wrote the baseline description and the impacts analysis sec- <br />tions for groundwater and geology at the proposed site for the Tennessee <br />Synfuels Associates coal-to-gasoline facility. <br /> <br />Draft Environmental Impact Statement (in review), Juniper/Cross Mountain <br />Hydroelectric Project; for Federal Energy Regulatory Commission: Evalu- <br />ated the water quallty section in the environmental impact assessment and <br />wrote the water quality baseline and impact sections for the DEIS, <br />describing the potential impacts of two dams and reservoirs for a proposed <br />hydroelectric project on the Yampa River in northwestern Colorado, 12/81 <br />
