Retirement of the capital investment together with operation and
maintenance charges could be achieved by imposing a water use charge
of about $0.32 per thousand gallons. This is a reasonable charge and
well within the capability of the city of Gunnison to impose and collect.
RECOMMENDATION AND PRIORITY
It is recommended that an appropriation in the sum of $350,000 for
fiscal year 1975-76 be sought from the Colorado General Assembly to
enlarge the municipal water system of the city of Gunnison in accordance
with the explanation heretofore set forth.
The city of Gunnison does have a critical need to enlarge its
municipal water system at the earliest possible date. However, it is
not believed that this need is as critical at this time as the situ-
ations in Allenspark and Meeker. It is therefore recommended that the
Gunnison project be accorded the third priority for construction under
authority of the Colorado Water Conservation Board Construction Fund.

-6-

000852
