Negotiation of lease agreements will be <br />contingent on the availability of operation and maintenance funding <br />and necessary personal services required to operate leased waters <br />at acceptable standards for the fishing public. <br /> <br />c. Special Management Waters: <br /> <br />1.Conduct a comprehensive inventory of native fishes and <br />determine species status. <br /> <br />By 1995 the fisheries inventories should be completed and <br />status. reports prepared. For select species conservation and <br />management plans should be developed to guide future management <br />actions. <br /> <br />2. Implement management actions necessary to enhance <br />population distribution and abundance and thereby preclude the <br />necessity of state listing as threatened or endangered. NE Region <br />will actively pursue recovery measures for fish species identified <br />from the inventory process as candidates for state listing. <br /> <br />3. Recovery activities on private land should be pursued <br />as needed. A program of information and education for private <br />landowners on native aquatic wildlife management in the basin, <br />combined with proposed lease agreements would be undertaken to <br />demonstrate a cooperative, proactive approach to maintaining this <br />resource. <br /> <br />4. Develop a distributional database for amphibians, <br />mollusks, and crustaceans. Once the database is complete begin the <br />process of determining management recommendations for native <br />aquatic wildlife to insure stability of populations. <br /> <br />5. Monitor species population and aquatic wildlife <br />community stability every 5 years. <br /> <br />17 <br />
