In this er-a of federal <br />:iscal austerity, the continued development of such pr-ojects will <br />ui:e non-feder-~l participat!on in project planning, finance, <br />.--er.:anagement. Without such cost-shar-ing arrangements, much <br />neeoed development of this vital resour-ce is in jeopar-dy. <br /> <br />D!SC~S=!ON: <br /> <br />The t~~.lmpo:tant teder-al w2ter- pr-oject responsibilities have <br />been (1) project planning and evaluation, and (2) project finance <br />anc repayment. The Cabinet Council on Natur-al Resour-ces and <br />Environment, in conjunction with the Water Resources Council, has <br />recommended new Principles and Guidelines for planning and <br />evaluating economically viable, environmentally sound water <br />projects. These guidelines replace the very rigid and cumbersome <br />Principles and Standards that have contributed to a hiatus in <br />water project development. In addition to these principles and <br />Guidelines, the Cabinet Council now recommends, as part of this <br />ACNini~tration's comprehensive water project development policy, <br />the adoption, as policy, of cost sharing with non-federal project <br />beneficiaries. <br /> <br />~~ the current era of budg~tary stringency, some cost sharins for <br />water projects is a necessity. Set fort~ below are the Cost <br />sharing recommendations of the Cabinet Council. <br /> <br />.. <br />
