The purposes and objectives of the Colorado <br />River Floodway Protection Act: <br /> <br />2. preservation of the flood-prone and associated <br />high ground water areas and flood-related <br />erosion-prone areas for open space purposes: <br /> <br />3. Relocation of occupants away from flood-prone <br />and associated high ground water areas and <br />flood-related erosion-prone areas: <br /> <br />4. Acquisition of land or land development rights <br />for public purposes consistent with a policy of <br />minimization of future property losses: <br /> <br />5. Acquisition of structures with the potential for <br />frequent flood damage. <br /> <br />C. Development goals and flood plain management <br />regulations for lower Colorado River lands should <br />consider the following factors: <br /> <br />l. Human safety: <br /> <br />2. Diversion of future development to areas safe <br />from flooding and flood-related erosion in light <br />of the need to reduce flood damages and to <br />prevent environmentally incompatible flood plain <br />use; <br /> <br />3. Full disclosure to all prospective parties <br />(including, but not limited to, purchasers, <br />renters and lessees) that certain structures and <br />lands are located within flood-prone and <br />associated high ground water areas and flood- <br />related erosion-prone areas: <br /> <br />4. Adverse effects of certain flood plain <br />developments on existing developments: <br /> <br />5. Encouragement of floodproofing of existing <br />developments to reduce flood damage: <br /> <br />6. Flood warning and emergency preparedness plans, <br />with special attention being directed to river <br />areas at or immediately below the river's <br />confluence with dry washes with large drainage <br />areas: <br /> <br />7. Establishment of minimum floodproofing and <br />acce ss requ i reme n ts f or schools, hospi tals, <br /> <br />III-lB <br />
