ISSUE <br /> <br />Improved Flood Plain Management Planning and <br />Coordination. <br /> <br />DISCUSSION <br /> <br />The Congress, in its findings in the Colorado River <br />Floodway Protection Act, stated that "there is a need for <br />coordinated Federal, State, and local action to limit <br />Floodway development." The Act seeks to further this <br />specific objective by withdrawing federal assistance for any <br />development in the Floodway. The Act contains no zoning or <br />restrictions on the use of private land, indicating that <br />flood plain management for these lands is the responsibility <br />of local governments. <br /> <br />While flood plain management regulations establish <br />standards for the purpose of flood damage prevention and <br />reduction, effective federal, state, and local flood plain <br />management planning and coordination can materially aid in <br />restoring and maintaining the Floodway. <br /> <br />RECOMMENDATION <br /> <br />It is recommended that federal, state, tribal, county, <br />and local entities responsible for flood plain management <br />regulations, planning, and coordination along the lower <br />Colorado River incorporate the following where appropriate: <br /> <br />A. Flood plain management planning for Colorado River <br />flood-prone areas and flood-related erosion-prone <br />areas should: <br /> <br />1. Be consistent with the purposes and objectives <br />of the Colorado River Floodway Protection Act. <br /> <br />2. Permit only that development which (a) is <br />appropriate in light of the probability of flood <br />damage and the need to reduce flood losses, (b) <br />is an acceptable social and economic use of the <br />land in relation to the hazards involved, and <br />(c) does not increase the danger to human life; <br /> <br />3. Prohibit nonessential or improper installation <br />of public utilities and public facilities. <br /> <br />B.
