In cases where tributary <br />improvements are not practical, either physically <br />or economically, a mainstream dredging <br />maintenance program should be established. <br />Consideration of the effects of these acti vi ties <br />on fish and wildlife resources should be included <br />on project by project basis. However, such <br />consideration should not impair the undertaking <br />of emergency actions. <br /> <br />(B) <br /> <br />Establish bank erosion and protection guidelines <br />for private lands and maintain an active <br />assistance and advisory program with local Flood <br />Plain Administrators. <br /> <br />(C) <br /> <br />Conduct a comprehensive assessment of needs for <br />river bank erosion control and protection, and <br />channel improvement and training structures for <br />the Floodway elevation flow, and establish a <br />priority program of implementation for needed <br />improvements. <br /> <br />. <br /> <br />(D) Develop, in conjunction with the Corps of <br />Engineers, a comprehensive long-term program to <br />provide for the maintenance of the Floodway that <br />provides for coordination and the division of <br />responsibilities between federal, state, tribal, <br />and local enti ties. <br /> <br />(E) As part of its proposed Lower Colorado River <br />Vegetation Management Study, the Bureau should <br />recommend and implement vegetation management <br />practices to help maintain the Floodway channel <br />capacity. The recommended vegetation management <br />practices should provide for fish, wildlife, and <br />recreation opportunities that are compatible with <br />the operation of the Floodway. <br /> <br />(F) Continue to maintain river channel banks for <br />undeveloped areas along the river and the policy <br />of allowing, with prior approval, private use of <br />rock riprap and quarry wastes for maintenance of <br />existing armored river banks for developed and <br />occupied lands, inasmuch as there are no other <br />reasonably accessible sources of suitable rock. <br /> <br />(G) Construct bench marks at river mile markers to <br />denote the Floodway boundary elevation. <br /> <br />. <br /> <br />III-12 <br />
