They should be considered as additions necessary <br />to effectuate the implementation of the Colorado River <br />Floodway. <br /> <br />It is recommended further that the Congress make the <br />adoption of these flood plain management regulation <br />provisions mandatory for entities along the Colorado River <br />Floodway in order to join or to continue to participate in <br />the National Flood Insurance Program. <br /> <br />AMENDMENTS TO DEFINITIONS <br /> <br />"Colorado River Floodway" means the channel of the Colorado <br />River and that part of the flood plain that are necessary <br />to safely convey the Floodway flow of either a one-in-one <br />hundred year flow consisting of controlled releases and <br />tributary inflow, or a flow of forty thousand cubic feet <br />per second (cfs), whichever is greater. <br /> <br />"Colorado River Floodway Fringe" means that area subject to <br />inundation by floods of varying magnitudes up to and <br />including the Floodway flow but which is not required for <br />the safe conveyance of the Floodway flow and is not <br />included in the computation of the Colorado River <br />. Floodway elevation. <br /> <br />"Colorado River Flood plain" means the combined area of the <br />Colorado River Floodway and the Colorado River Floodway <br />Fringe. <br /> <br />"Flood Plain Administrator" is the designated public official <br />charged with the lead responsibility for administering <br />and implementing the flood plain management regulations. <br /> <br />AMENDMENTS TO PROVISIONS FOR FLOOD HAZARD REDUCTION <br /> <br />Colorado River Floodway <br /> <br />Those lands located within areas of special flood hazard <br />along the Colorado River are designated the Colorado River <br />Floodway. Since the Floodway is an extremely hazardous area <br />due to the velocity of flood waters which carry debris, <br />potential projectiles, and erosion potential, the following <br />provisions apply: <br /> <br />(A) Encroachments, including fill, new construction, <br />substantial improvements, and other development are <br />prohibited.
