<br />~PQ604' . <br /> <br />.. <br /> <br />. <br /> <br />. <br /> <br />, <br /> <br />delivering 5,300 acre-feet of salvaged water annually to the existing <br /> <br /> <br />Alamosa National Wildlife Refuge and construction of the Mishak Lakes <br /> <br /> <br />National Wildlife Refuge to mitigate wildlife habitat damages resulting <br /> <br /> <br />from construetion and operation of the Closed Basin Division. The plan <br /> <br /> <br />also provides for construction of minimum recreation facilities at the <br /> <br /> <br />San Luis Lakes, and includes provisions to maintain the lake at a near <br /> <br /> <br />constant level which is acceptable for recreation purposes. <br /> <br />Project benefits are based on the value of salvaged water in the Rio <br /> <br /> <br />Grande Basin. Additional benefits accrue to recreation and fish and <br /> <br /> <br />wildlife and an assignment for area redevelopment. <br /> <br />Presently the physical works for construction as a part of the Closed <br /> <br /> <br />Basin Division are based On feasibility level studies completed in the <br /> <br /> <br />early 1960's and presented in House Document 91-369. That document <br /> <br /> <br />recognizes that the physical design of water salvage facilities is based <br /> <br /> <br />on preliminary and minimum information. Only five pumping tests were <br /> <br /> <br />performed to estimate aquifer characteristics. The water salvage system <br /> <br /> <br />was designed on the basis of this minimal testing program. In addition, <br /> <br /> <br />very little field investigation was performed concerning the location <br /> <br /> <br />and design of the conveyance and lateral systems. The Bureau of Reclama- <br /> <br />tion recognizes that feasibility report information is not adequate for <br />final designs. <br /> <br />The sole purpose of the feasibility report is to determine economic <br /> <br /> <br />feasibility and no effort is made to develop design grade information. <br /> <br />2 <br />
