The plan of development for the Closed Basin Divison is that presented by the report of the Secretary of the Interior and reprinted as House Document No. 91-369, published in the second session of the 9lst Congress. This plan of development was authori;ed by Public Law No. 92-514, approved ~n. October 29, 1972. That act authorizes the Secretary of the Interior "", ,~ construct, operate, and maintain the Closed Basin Division of the San ~- Luis Valley Project, Colorado, and includes authorization for channel rectification of the Rio Grande between the~uppermost~ point of discharge .t - o{ the Closed Basin waters into the river and the ColoradO-New Mexico . of -'state line. This channel rectification will provide a means to assure -.:;. the carriage of salvaged waters without flooding surrounding lands and to minimize losses of salvaged waters by evaporation, transpiration, and seepage. The Closed Basin Division, as authorized, will provide the means to salvage ground waters f-com the shallow aquifer and return them to the ~.Grande to assist Colorado to meet her commitments under the provisions of the Rio Grande Compact. The availability of this salvaged water supply will contribute subs tan- tially to alleviate critical water shortag"~; which have prevailed in the Rio Grande Basin for many years.
