"D~061,3

'.

.

placed in the river and some pilot channels might be constructed. The

river could then straighten its own channel and the requirement for

actual channel construction in the river would be reduced.

The first requirement for engineering design would be location surveys,

and topography of the area for design of the conveyance channels and

lateral collection systems. Following completion of aquifer testing and

modeling, we would initiate designs for well systems, conveyance channels,

the lateral system, transmission system, and channel restoration. Then

we would prepare cost estimates. As location surveys are completed,

right-of-way requirements would be delineated. A reevaluation of the

economic analysis will follow to evaluate the ,project benefits and the

overall benefit cost ratio. At the present time we expect that thl~

Closed Basin Division will cost about $25,500,000; however, that cost

estimate is based on the feasibility designs. We know they will ~~ve to

be modified, and new cost estimates will be prepared. All cost estimates

are scheduled to be completed in February of fiscal year 1977. Beginning

late in fiscal year 1976, we would begin to put together the definite

plan report. The final report is scheduled to be completed at the end

of fiscal year 1977. The DPR is an internal document which assures the

Commissioner that the project is still viable. It is not circulated like

a feasibility report.

The time schedule for definite plan report preparation is unusually long

for this study, because of the nature of this project. Because we are

pumping from an aquifer, we must determine its characteristics before

11
