Enhance PC version of CU Model. These enhancements are intended to make the Fortran
program (without an interface) easier to use and more data centered.
a. ModifY the Fortran code to allow input of an ASCII file of time series acreage values
generated from the CROSS database or an ARCVIEW Query.
b. Implement a response file which would allow the user to direct input from files with
different names or directories, similar to the StateMod response file implementation.
c, Implement a log file concept to contain comments generated from CU model
execution, similar to the StateMod log file implementation.
d. Allow time series input data (climate, diversions, frost date) to be accepted into the
CU model in StateMod format.
e. Implement other processes that have not unanticipated at time of seoping but are
required to implement a data centered approach.
f. Prepare a brief documentation memo on the above features and how they affect the
use of the PC version of the CU model.

2. Characterize UseslUsers and Required Functionality of CU Model

i.

a. Collect information about representative potential users and existing CD tools.

ii.

1551

Perform phone interviews on how users see themselves using a consumptive
use tool will be conducted with individuals including:
(1) Jon Altenhofen of the Northern Colorado Water Conservancy District
(2) Dick Wolfe of the State Engineer's Office
(3) Ray Alvarado of the Colorado Water Conservation Board
(4) Dave Kanzer of the Colorado River District
(5) Ray Bennett of:the State Engineer's Office and the CROSS Project
(6) Steve Harris representing the Southwest Colorado Water
Conservation District.
A review will be performed of the existing CU procedures used by the above
individuals (including Northern's new consumptive use tool for the South
Platte). Strengths and weaknesses, likes and dislikes will be identified.

1
