Some phll.-;es of the construction <br />progrnm will necessarily b{' restricted during tlw winter months and <br />careful scheduling will need to be maintained at all times to minimize <br />noncontract costs. <br /> <br />LASD ACQUISITION A:-;n RIGHTS <br /> <br />Because the salvage of water is to be achieved by lowering of the <br />ground water table over the water salvage areas, it is considered that <br />private lands within the boundaries of the salvage areas should be <br />acquired in fee, The proposed land acquisit.ion estimate also provides <br />for acquisition of sufficient lunds bordering the well installutions in <br />witter salvage nreas 5 nnd 6 t.o insure thllt the lands to the north, east <br />and south will not be adverselv affected. This "buffer" zone will <br />provide ample room to confine tile drawdown to controlled areas. No <br />difficulty in controllin~ the drawdown is Ilnticiputed, Howe\-er, in the <br />initial slng-es, and untIl operation becomes stabilized, the provision of <br />this "buffer" zone will enhllnce the flexibility of the project. A 200- <br />foot right-of-wilY will Illso be ncquired fur the con\"eyance channels, <br />where they lie outside of the salvuge area acquisition. N"~cessary <br />lllnds will be acquirf'd Ilt. San Luis Lz\ke for recreational development <br />and to insure free public access. Also, lanels acquired for the ,\1ishak <br />Lakes l\'utionnl \Vildlife Refuge will be IIcquired us n project cost. <br />Acquisition of the neces3ary lands will be uccomplished sufficiently <br />in advance of construction to insure that rights will be in possession <br />prior to the solicit!ltion of bids for the construction of the salvage <br />feutures. <br />As rnw:h of the land is Federal or State land, procedures will vnry <br />in llc..'Cordilllce with the type of hUla invoh-ed.
