The remaining recreation and fish and wild- <br />life cnlul.l1ccment cost, c..'itimated at $798,900, ',",Quid be nonreimburs- <br />able. <br />It is my personal opinion that the proposed State contribution to <br />the development of recreation and fish and wildlife facilities as a part <br />of this Federal reclama_tion project would greatly promote the econ- <br />omv and welfare of the State of Colorado. I have discussed this matter <br />wit}t R. T. Eckles, Coordinator of the Division of Natural Resources; <br />Felix L, Sparks, Director of the Colorndo \V fLter Conservation Board; <br />and nlso with ~fr, \Voodward; they share my opinion. <br />\Vhile it is not .within my power to commit the General Assembly <br />of the State of Colorado to future appropriations (or any purpose, it <br />will be my policy to encourage the maximum participtl.tion by this <br />State in tho de\.elopment of the recreation nnd fish and wildlife features <br />of Federal reclnmutioJl project..;;, I am quite confident thnt this \\-ill <br />be. the future policy of our entire State government. <br />It is therefore the intent of the State of Colorado in connection with <br />the Closed Busin Division, San Luis Valley project, as well as other <br />potentinl Federal reclll.mntion projects in this State, to ll.dminister <br />project lnnd nnd water areas for recreation, for fish and wildlife en- <br />hancenll'nt-or for both purposes-nnd to bear not less thnn one-half <br />of the sepnrnble costs of the project allocated to either or both of said <br />purposes, nnd the entire l~ost of operation, maintenance and replace- <br />ment, except where the project falls ,..;thin the normal administrative <br />sphere of slIch Federal agencies as the Forest Service, Bureau of Land <br />~lanugement, und w forth. V{c unticipute that our share of the costs <br />will be made as provided in section 2(b)(l) of the Federal Wnter <br />Project Recreation Act, nnd that those costs will be derived from the <br />nnnull.l use fee income from each indi,,-idual project. <br />I trust that this communication makes the intent of the Staw of <br />Colomdo clear enough so thnt authorization of this project can proceed <br />on the hnsis of OHr Jlnrticipntion.
