The Bureau <br />understands that water made nvailable by the proposed project in <br />the mninstreum of the Rio Grunde would rnuke a slIbstuntlal contri- <br />bution to the improvement oC Colorado's debtor status undt'r the Rio <br />Grande compact. A review oC the legislntive history oC the compact <br />sugf!ests no Federal responsibility to meet the obli~ations oC St.utes <br />under the compact. In view of this, it would seem appropriate that n <br />repayment formula be proposed which reflects this Cact. \Vatt'r in <br />excess oC that required to assist Colorado in mCf'ting- its obligations <br />under the compact might be considered reimbursable under the <br />standards ~enerally IIsed on reclamation projects but subject t.o u <br />Secretarial finding thnt beneficillries can be identified. <br />The Bureau of the Budget would not favor lluthoriz!ltion of this <br />project as presently proposed Cor the reasons discussed above.
