After outlining the relations betv.een the Upper and Lower Basins, <br />as defined in the Colorado River Compact, the Report comments thatl <br /> <br />a) the ultimate amounts of water available for development will be <br />determined, to an extent. by any allocation of water to Mexico; <br /> <br />b) olarification of interstate rela.tions in the Lower Basin, and <br />completion of allocations of water between the states of the Upper Basin. <br />are necessary; and <br /> <br />c) within eaoh state a selection from the list of potential pro- <br />jeots must be made. - it being recognized that in some cases more detailed <br />investigations will be needed to determine the relat~ve merits of alterna- <br />tive projeots. <br /> <br />3. Basin Water Suppliesl <br /> <br />The Report describes the Colorado River Compact as one which. based <br />on Virgin streamf'lows, determined the amounts of v,ater that may be used in <br />the Upper Basin and in the Lower Basin. - the dividing point being at Lee <br />Ferry; and which apportioned to each basin in perpetuity the exclusive be- <br />neficial consumptive use of 7.500,000 aore feet of water annually, and <br />granted the further right to the Lower Basin to increase its yearly con- <br />sumptive use by 1.000.000 acre feet; and obligated the states of the Upper <br />Basin not to deplete the flow of the Colorado River at Lee Ferry below an <br />agGregate of 75.000,000 aore feet for any period of ten conseoutive years. <br /> <br />I <br />. <br /> <br />Desoribing the Colorado River as a growing stre"m from its headwaters <br />to the Black Canyon. in which is located Boulder Dam, and thence, e::oept at <br />times of great flood, as a losing river, denleted by evaporation losses in <br />the desert region. the Bureau of Reolamation estimates the streamf'lows under <br />virgin conditions. at various points. as followsl <br />
