Bureau of Reclamation, herein revie,~d, on <br />the control, improvement and utilization of the water resources of the Col- <br />orado River, is markeds <br /> <br />CONFIDE{TIAL, not to be published or given general circulation, and <br />,TENTATIVE, subject to revision before being issued in final form. <br /> <br />T~ copies of the Report v.ere received by the state of Colorado on <br />or about the first of November. Its consideration by each of the seven <br />states of the Colorado River Basin, with representatives of the Bureau of <br />Reclamation, is scheduled to be held in Denver on November 10 and 11, 1944. <br />By reason of the limited time. and the limited number of copies, tlus review <br />of the Report has been hurriedly prepared, to aid the state of Colorado and <br />its officials, representatives and citizens, in a better understanding of <br />the provisions and implications of the Report, and in the formulation of <br />recommendations concerning possible or desirable reviSions therein. <br /> <br />The data and conclusions herein mentioned ""1'0 te.ken directly from <br />the report, - all comments of the ...riter being specifically indicatod as <br />notes conseoutively numbered. <br /> <br />2. Generals <br /> <br />, <br />. <br /> <br />The Report does not purport to be a final or ultimate plan of devel- <br />opment. It is comprehensive, in the sense that existing land and ......ter re- <br />souroes are evaluated, and projects are described which, in their aggregate <br />effect, would exhaust the "",-ter resouroes. At the same time the potential <br />projects, upon further investigation of them end of alternate possibilities, <br />are subject to revision prior to final selection. <br /> <br />Included in the Report are potential development projects to the <br />number of 96 for irrigation purposes, 21 for trans-mountain diversion of wa- <br />ter for use in other stream basins, 35 for hydro-electric powor generation <br />(exclusive of power plants in other basins involving water exported from <br />the Colorado River Basin), and 3 projects primarily for flood control. <br /> <br />Construction costs of all the described potential projects are esti- <br />mated at :;2,l.B9 ,000,000, - the total being about; equally divided bet """en the <br />
