<br /> <br />. <br /> <br />Zero flows <br />66, Frequent zero Or near-zero flows, at times for 5 oonsecutive <br />winter months. will eliminate both fish life and fish habitat in the <br />Rio Grande from the dam site to Goose Creek and will severely reduce <br />them from Goose Creek to the South Fork. The plan of operation calls <br />for discharging Middle Rio Grande Valley flood control storage in <br />November and December to oomply with the Rio Grande Compaot. It is <br />not proposed that the oompact be changed; however, if this projeot <br />is oonstruoted and should the compact be revised at some future <br />date, provision should be made to permit redistributing these re- <br />leases in January, February. and March, <br />67. In some years 5,000 aore-feet of water will be released <br />in January and February. By prorating this same volume equally from <br />January through Maroh. zero or near-zero flaws oould be eliminated <br />for 7 of the 32 years of the monthly operation study, Al though this <br />would mitigate only a small portion of the loss to the fishery beoause <br />of the still frequent ooourrence of zero flows, it would preserve <br /> <br /> <br />part of the fish habitat for several winters. <br /> <br /> <br />U.
