Consideration must
also be given to resource capabilities, technical possi-
bilities, and the extent to which additional alternative
plans would contribute to the selection of a recommended
plan.
5. Analyze and compare basic plans to show tradeoffs between
alternative plans which serve differing components or mixes
of components in terms of effects on water requirements and
on the multiobjectives. The array of alternatives will be
reduced to a manageable number by recognizing areas of
convergence, those that are complementary, and reconciling
differences where desirable; some reformulation and mod-
ification may be required in this step. This effort will
reflect the continuing participation of Pederal, State,
local, and private interests. In this step of the study,
the alternative Westwide plans will be produced and pre-
sented in 1975 for official public review and comment.
6. Each of the alternative plans will be tested with regard to
its acceptability by the public and its compatibility with
known institutional constraints; its effectiveness in
serving components or purposes of the multiobjectives; its
efficiency measured in terms of being the least costly plan
which would achieve generally the same performance level;
and its completeness, in that account is made for: (1) all

)

VI-4
