These <br />plans will be combined into regional or subregional alter- <br />natives reflecting differing emphases on the multiobjectives <br />and finally into a set of alternative plans for the ll-State <br />area. In this latter sequence of activity, alternative <br />plans will be identified and arrayed for each individual <br />State. <br />2. Concurrently, in conjunction with each State, multiobjective <br />plans will be developed based on needs and opportunities <br />derived from alternative projections. Preferably these pro- <br />jections will reflect consistent basic assumptions, utilizing <br />to the extent possible the national set of projections as <br />a baseline. <br />3. From an analysis of the results of the preceding steps it <br />will be determined whether a reasonable range of projections <br />has been encompassed. If not, additional projections will <br />be developed and alternative plans formulated. It is antici- <br />pated that some alternative plans serving components of the <br />multiobjectives may be common to various levels of economic <br />activity. <br />4. It is recognized that there is a practical limit to the <br />number of alternative plans that should be presented. Those <br />selected for presentation must be governed by the relevancy <br />of the multiobjectives to a given planning setting and the <br /> <br />I <br /> <br />~ <br /> <br />I <br />I <br /> <br />VI-3 <br />
