<br />OO~3~8 <br />'u J' <br /> <br />April 1, 1971 <br /> <br />programs will be transmitted to the Bureau of Reclamation Regional <br /> <br />Directors and the Management Group. <br /> <br />Reclamation Regional Directors will be responsible for promot- <br /> <br />ing and coordinating the public participation programs of the <br /> <br />study participants within their region. In the Pacific Northwest <br /> <br />this responsibility will be shared by the Pacific Northwest River <br /> <br />Basins Commission and Region 1 of the Bureau of Reclamation. <br /> <br />This will include: <br /> <br />1. The timely distribution of information to the State repre- <br /> <br />sentatives and to the Federal agencies participating in <br /> <br />the study at the field level. <br /> <br />2. Developing a mechanism for incorporating public inputs <br /> <br />into the plan formulation process. <br /> <br />3. Suggesting times when public involvement should be partic- <br /> <br />ularIy invited, such as: <br /> <br />a. In developing the basic assumptions (needs, levels of <br /> <br />projections, etc.) upon which the study will be devel- <br />oped and to provide data not readily available from <br /> <br />traditional sources or which usually are not considered <br /> <br />and incorporated in the planning process. <br /> <br />b. In applying the levels of projections developed - <br /> <br />using the basic assumptions - to work toward estab- <br /> <br />lishing the alternative plans. <br /> <br />) <br /> <br />V-3 <br />
