PUBLIC INFORMATION AND PARTICIPATION <br /> <br />A study as comprehensive as the Western United States Water <br /> <br />Plan requires participation by the general public during the <br /> <br />entire development process to ensure that their needs, desires, <br />and positions are fUlly considered in the plan which is finally <br />developed. To accomplish this, the public must be kept informed <br /> <br />about the activities and findings of the study throughout the <br />study period. Both public information and public participation <br /> <br />are parts of a continuous process to ensure that the plan will be <br /> <br />~ <br /> <br />developed in the public interest. <br /> <br />Public Information <br /> <br />) <br /> <br />The Secretary of the Interior is the national spokesman at the <br /> <br />executive level for the Western U.S. Water Plan, assisted by the <br /> <br />I <br /> <br />public information organization of the Department of the Interior. <br />The dissemination of information generated by the public partici- <br /> <br />pat ion program will be coordinated through the public information <br />organization of the Washington, D.C. Office of the Bureau of <br /> <br />Reclamation. <br /> <br />o <br /> <br />The Management Group will have the primary responsibility for <br />coordinating and guiding the public information and participation <br /> <br />program for the Study. The Management Group will prepare guide- <br />lines for a comprehensive public participation program which will <br /> <br />include, among others, procedures for: <br /> <br />1.
