ORGANIZATION COORDINATION AND MANAGEMENT <br />The basic organization for accomplishment of the study is <br />divided into four components (see Exhibit 1). Three of these, the <br />Policy Group, the Management Group, and the Implementation Group <br />are line operations. The Advisory Committee will make recommenda- <br />tions for consideration by the Policy and Management Groups. Their <br />basic responsibilities and activities are outlined in this Section: <br />The Policy Group will consider the broad base of affected <br />interests. Primary responsibility for policy decisions rests <br />with the Department of the Interior at the Washington level. <br />Such decisions will be made by the Department with advice from <br />the Water Resources Council; Departments of Agriculture, Army, <br />Transportation, Housing and Urban Development, Health, Education, <br />and Welfare, and Commerce; the Federal Power Commission; and <br />the Environmental Protection Agency; and will fully consider <br />inputs from the Advisory Committee. Key policies and criteria <br />will be defined after legitimate interests have had an opportunity <br />to contribute. Although policies and criteria must be suffi- <br />ciently flexible to accommodate differing circumstances, they <br />must be compatible when viewed on a Westwide basis. <br />The Advisory Committee (see Exhibit 2) will advise with <br />respect to matters of both policy and management.
