Its <br />foremost objective appears to be: "Preserve and restore the <br />pre-european natural condition and processes of the park to <br />the greatest extent possible" <br /> <br />DISCUSSION & COMMENTS <br /> <br />, <br /> <br />Following are issues which are of specific interest <br />to the Colorado Water Conservation Board. <br /> <br />Water Impoundments & Diversions <br /> <br />The park is unwilling to allow access for <br />development of Mirror Lake..conditional right litigation is <br />ongoing. <br />"Questionable water diversions" have been <br />recently located within the state park. I have requested a <br />list of these from Ken Cyzarnoski (586-3536 ext. 263). <br />Eureka, Grand and Harbison Ditches are noted as "adversely <br />impacting natural values" by diverting water to users outside <br />the Park. Eureka, the only one receiving action, is in the <br />negotiation process. A water exchange with the town of <br />Loveland is being pursued. <br /> <br />Water Riqhts Adiudication <br /> <br />. Case No.'s w-8428-76 and w-8788-77 are undecreed <br />and unquantified Federal Reserved Water Right claims for "such <br />quantities of water as are or will become reasonably necessary <br />to fulfill the present and future purposes" <br /> <br />Page 1/2 <br />
