<br />- 7 - <br /> <br />Power Development Authority that would be able to issue <br />bonds for the development of water projects, if the power <br />revenues of the Basin Fund were available to the State <br />either directly or as a debt service reserve account. <br /> <br />Section 5 would authorize a total of $17,521 ,DOO to be <br />used by the Central Utah Water Conservancy District to conduct <br />a study and construct several features of the Central Utah <br />Project in Uintah Basin. <br /> <br />1. The cost of this study and construction of <br />these facilities should be on a cost-sharing basis in the <br />same manner Colorado has had to contribute State and local <br />funds for construction of the Animas-LaP1ata Project. Such <br />cost-sharing is in compliance with current Fidera1 guidelines. <br /> <br />Section 6 would authorize $1,000,000 to be used by the <br />Central Utah Water Conservancy District to study water conserva- <br />tion opportunities i~ Utah associated with Federal water projects. <br /> <br />1. The Reclamation Reform Act of 1982 already <br />requires such studies on all Reclamation projects. The <br />Central Utah District should not be subsidized for this <br />type of study. Studies of this type are not subsidized in <br />Colorado under current Federal practice. <br /> <br />2. The Colorado Water Resources and Power <br />Development Authority has spent millions of State dollars <br />since 1982 for water studies. <br /> <br />Section 7 would establish a Central Utah Project Mitiga- <br />tion and Conservation Commission which shall expire at the end <br />of fiscal year 1995, or when the Secretary of the Interior <br /> <br />2263 <br />
