<br />002457 <br /> <br />COLORADO WATER CONSERVATION BOARD <br />823 State Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />January 5-6, 1984, Board Meeting <br /> <br />ENCAMPMENT RIVER <br />WILD AND SCENIC RIVER STUDY <br /> <br />Background <br /> <br />The Encampment wild and Scenic River study was authorized <br />under Public Law 93-62l. This amendment to the original wild and <br />Scenic Rivers Act directed that the Colorado portion of the <br />river, inoluding its Main and West Forks, tributaries, and <br />headwaters be studied to determine the river's eligibility for <br />inclusion in the Nationa~ System and, if eligible, its potential <br />classification. <br /> <br />As a result of this authorization, a joint Federal/State <br />team was formed to study the river. The U.S. Department of <br />Agriculture, represented by the Forest Service, and the Colorado <br />Department of Natural Resources, represented by the Colorado <br />Water Conservation Board, shared leadership in the study. <br /> <br />Eligibility and Classification <br /> <br />The study team determined that the entire reach of river was <br />eligible for designation at the wild river classification. <br /> <br />Issues and Concerns (expressed by the public) <br /> <br />A major concern was expressed by a timber company that the <br />river had no outstandingly remarkable values. Other forest users <br />felt the river should be protected and left as is (without <br />designation), but they did not say how it should be protected. <br />Environmental groups overwhelmingly favored inclusion of the <br />river in the National wi~d and Scenic River System. The Federal <br />Energy Commission and the Missouri Basin Region of USDI both <br />commented that a potential hydroelectric reservoir could extend <br />into the area recommended for wild river designation.
