<br />002452 <br /> <br />(4) evaluation of needs for water to facilitate development <br />and use of coal or other energy resources in the Upper <br />Yampa Basin. <br /> <br />, <br /> <br />Although the final environmental statement for this study <br />included a "worst case analysis" of the impacts on upstream <br />development based on available data, it was not possible to <br />completely assess these interrelationships until present studies <br />of these activities are completed. Since, Sec. 4(a) of the wild <br />and Scenic Rivers Act requires a study report to identify "... <br />the reasonably foreseeable potential uses of the land and water <br />which would be enhanced, foreclosed, or curtailed if the area <br />were included in the national wild and scenic rivers system...", <br />the Secretary concluded that it was not appropriate to forward a <br />recommendation for designation of these segments of river at this <br />time. <br /> <br />The report has just been furnished to the Congress so that <br />it may be aware of the natural values associated with the rivers. <br />Because these values are outstandingly significant, the Secretary <br />has requested that the Congress extend the wild and Scenic Rivers <br />Act's. Section 7(b) prohibitions against the development of water <br />resource projects on these segments until Congress can be advised <br />more precisely as to the values which would be foreclosed or <br />foregone should the rivers be designated as components of the <br />National wild and Scenic Rivers System. At that time, the <br />potential designation will be reassessed and, as appropriate, a <br />supplemental report and environmental impact statement will be <br />prepared to support an Administration recommendation. <br /> <br />Current Legislation <br /> <br />There is no current legislation pending on the Green and <br />Yampa Rivers. <br /> <br />Ibm <br /> <br />-4- <br />
