<br />002451 <br /> <br />National System at the levels of classification set forth above <br />under "Eligibility and Classification." <br /> <br />Impacts of Designation (from Study Report) <br /> <br />o Inclusion of 91 miles of the Green and 47 miles of the <br />Yampa in the National System would provide statutory <br />protection for the entire study corridor and long term <br />preservation of the rivers' natural and recreational <br />values and free-flowing conditions. <br /> <br />o The proposed action would cause small increases in <br />recreation use and attendant visitor impacts over those <br />expected to occur without designation. <br /> <br />o Designation could preclude or modify the construction of <br />any upstream water resource project on the Yampa if the <br />Secretary of the Interior determined that it would have a <br />"direct and adverse" impact on the values for which the <br />rivers were designated. <br /> <br />o Scenic easements would be required from private <br />landowners. <br /> <br />o USPS and BLM river management would become more <br />intensive. <br /> <br />o Designation would have no impact upon mining within the <br />corridor. <br /> <br />position of the Secretary of the Interior <br /> <br />The Secretary of the Interior concurred with the findings in <br />the report that the studied segments of the Green and Yampa Riv- <br />ers qualify for, and would be worthy additions to, the National <br />Wild and Scenic Rivers System. However, he noted that there are <br />a number of interrelated activities underway which will not be <br />resolved until sometime in the future. Included are the: <br /> <br />(1) quantification and litigation of the federal reserved <br />water rights for Dinosaur National Monument, including <br />completion of the studies to determine the minimum <br />requirements to preserve the habitat for endangered <br />species of fish in the Yampa and Green Rivers: <br /> <br />(2) completion of the BLM study of the potential for <br />wilderness designation of the Cross Mountain area <br />(scheduled to be completed in September, 1985): <br /> <br />(3) development and evaluation of the proposal for <br />diversion from the Little Snake River, a tributary to <br />the Yampa, to meet the requirements of Stage II of the <br />Cheyenne, wyoming project; and <br /> <br />-3- <br />
