0'.,:

.

.

.

Feasibility Studies

The foregoing evaluation has shown that the res'tx>ration of
the channels of the Rio Grande and its tributW:ies would be economically
feasible undertakings and that further, more detailed studies of feasi-
bility grade are warranted. The costs and time required for three
phases of the overall study have been estimated.

The initial phase would be the detailed studies of restoring
the 12-mile reach of the Rio Grande from the mouth of the proposed
Closed Basin Division Conveyance Channel to a point 4 miles below the
mciuth of the Conejos River. This channel work would insure the delivery
of water, salvaged fram the qlosed Basin, with the minimum of trans-
mission losses. A feasibility report on this phase could be completed
in 2 years at a cost of $105,000. '

Feasibility studies of channel restoration for the remain-
ing reach of the Rio Grande, the Conejos and San Antonio Rivers, and
La Jara, Alamosa, and Rock Creeks would be prepared as the second
phase. The cost of performing these studies and preparing a report
thereon would be 4;268,000, and the work would be accomplished witl1in
four fiscal years.

The third phase of the investigation would be carried on
simultaneously with the other two. Because of Rio Grande Compact,
provisions, it will be necessary to analyze the operation of the Rio
Grande and Conejos Divisions in coordination with each other and with
water salvage in the Closed, Basin DiviSion and channel restoration.
The Wagon Wheel Gap dam and reservoir was studied in the 1955 report
on the Rio Grande and ~eminuche ~ass Divisions. Feasibility studies
on the Closed Basin Divisionwerecpresented in the 1963 report on
that potential development. Both of those reports will have to be
updated and the additional studies performed. This phase of the work
will require an expenditure of $111,000 during a period of four fis-
cal years.

6
