Ziegler, President
Rio Grande Water Conservation District
Highway 160 East
P.O. Box 816
Alamosa, Colorado 81101

Dear Harold:

The Project Office has completed Stages 4 and 5 salvage well field spaciryg and
layout. We estimate Stage 4 will require 42 wells and Stage 5 will require 25
wells having yields of 43.501 cfs (31,451 acre-feet) and 19.394 cfs
(14,022 acre-feet) respectively. Combining these with Stages 1-2 and 3 known
yields of 55,859 acre-feet per year results in a project total of 101,332 acre-
feet per year yield. This total compares to our August 1979 estimate of 100,600
acre-feet per year as a reasonable objective.

Employee ceiling is always a problem on any project, and we are at our maximum
personnel ceiling. We cannot violate this ceiling and are looking for ways to
stay within our guidelines and still keep our work on schedule.

Our peak construction year is 1985, and we will require eight (8) inspectors to
cover the necessary contracts. At the present time we do not have eight inspec-
tors available, therefore, we have looked at several alternatives to accomplish
our scheduled work without jeopardizing the project's completion date.

Our solution to the problem is to shift some qualified existing employees to
inspection and start Stage 4 wells two months earlier than originally scheduled,
This can be accomplished without changing any stage's completion date.

We realize that before this solution can be finalized, we must have the Rio
Grande Water Conservation District's and the Colorado Water Board's permission
to start construction in Stage 4. To meet the proposed contract award dates,
this permission should be available by the end of August, 1984. Also, addi-
tional well permits would be required by the end of September, 1984 for the
construction of Stage 4 wells.
