Zimmerman,

Commissioners and Advisers

FROM:

Executive Director

SUBJECT: Comparison of Data from the CRSS' and CRSP Models

Enclosed for your review and files is a copy of a report entitled "CRSS
vs CRSP Analysis of Data and Results from Two CAP Water Supply Studies--
January 1981 (CRSP) and December 1984 (CRSS)." This report was prepared by
John Burke of the Lower Colorado Region of the Bureau of Reclamation in
June of 1985, and it explains the major differences in the data bases, methods
of simulation, and modeling assumptions between the CRSS and CRSP models.

It is important to note that, by using the CRSS model instead of the CRSP
model for Colorado River studies, the expected available water supply for the
Central Arizona Project (CAP) is increased by 30 percent, the assumed water
shortages in the U~p~~_B~~~n.~se.l~rger, and there is more water in th€!-rnain-
stream of the Colorado River. The effect of these and other differences in
the model results are discussed in the enclosed report.

On July 9, 1985, I transmitted a copy of the "System Overview for the
Colorado River Simulation System" to you. If that report is read along with
the enclosed report, one will have a better understanding of how the CRSS
model operates and why the results are significantly different than those
produced through use of the CRSP model.

It may be beneficial to invite representatives from the Bureau of Recla-
mation to attend a meeting of the Commission's Legal and Engineering Committees
to explain how the CRSS model operates, the major assumptions contained in the
CRSS model, and the significant differences between the CRSS and CRSP models.
I woul~_~!~e_!Q_~e~eiv~__~our thoughts on whether to pursue arranging such
meeting.____
