Sparks, Director <br />Colorado Water Conservation Board <br /> <br />SUBJECT: Proposed amendments to Land Use Act of 1974 (H.B. 1041) <br /> <br />In a memorandum dated October 20, 1976, staff member Jim Ohi <br />of the Land Use Commission prepared a report on the subject of flood <br />hazard surveys. Contained in that report was the following statement: <br /> <br />"M;iny local planners and land-use administrators perceive <br />a need to consolidate the many floodplain mapping programs <br />sponsored by state and federal agencies. The planners and <br />administrators we have talked with would prefer to be able to <br />work with one agency whenever they must deal with the technical, <br />legal and financial problems of floodplain mapping and regulation. <br />I request that the LUC include in its recommendations to the <br />Governor legislation to designate the Water Conservation Board as <br />the responsible state agency for establishing floodplain mapping <br />criteria and to require all federal, state and local floodplain <br />mapping programs to conform to these criteria. This legislation <br />should consolidate responsibility of all state financial and <br />technical assistance for floodplain mapping and flood hazard <br />regulations in the Colorado Water Conservation Board." <br /> <br />The board staff fully concurs with Mr. Ohi's recommendations. <br />Local planners are indeed having a great deal of trouble in establishing <br />any uniformity in the conduct of floodplain studies. While this board <br />has already issued various publications relating to floodplain iden- <br />tification standards, these publications in many cases are not being <br />used. We have already encountered several ridiculous cases in which <br />duplicating floodplain studies have been accomplished. In one case, <br /> <br />2471 <br />
