<br />. <br /> <br />. <br /> <br />- <br /> <br />-2- <br /> <br />Under the umbrella concept of the Proposed Black Canyon <br />National Park and Scenic Recreation Area, the cohesive element is <br />the Black Canyon itself. Stretching over fifty majestic miles, <br />nowhere else in the nation would a single canyon system be <br />encompassed in such a park and recreation facility as is being <br />proposed here. Nowhere else in North America is there a <br />combination of the 2,000 foot sheer depth of the canyon walls and <br />the narrow confines of Precambrian rock. The Black Canyon is <br />the natural geologic link that ties all five units into a logical, <br />promotable scenic recreational pleasure for tourists from <br />throughout the region and the nation. <br /> <br />I am delighted that C. Wayne Keith has agreed to chair <br />the IS-member informal advisory group that we have <br />put together to take a look at this proposal. The participants <br />in the advisory group are composed of representatives of the <br />cities and counties of Montrose, Delta and Gunnison, We have <br />a person to represent the North Rim area; a person representing <br />the combined interests of the Sierra Club, Colorado Open Space <br />Council and the new Colorado Rivers Coalition; a person <br />representing the Western Colorado Congress; and others <br />representing river outfitters, ranchers, off-road vehicle <br />interests; and those with water right interests on the lower <br />Gunnison River, including the City of Delta, Colorado Ute <br />Electric Association, and the Pittsburg and Midway Coal Mining <br />Company. [List of advisory group members is attached.] <br /> <br />My hope is this advisory group will hold at least four <br />public meetings in the three counties directly involved, <br />including the North Rim area, I am asking that the group <br />complete its work and report back to me by September 30, 1985. <br /> <br />It is important to me that the public know the facts <br />about what is being proposed so they can offer constructive <br />comments and express any concerns they may have. A public <br />consensus is necessary if any such proposal is to succeed. I <br />encourage people to participate in the public meetings, The <br />advisory group will also meet among themselves to discuss a few <br />issues I will specify as well as any other conflicts they may <br />identify in the proposal. I will look to the advisory group to <br />offer possible solutions to these conflicts and any other <br />recommendations they determine to be appropriate, <br /> <br />, <br /># <br />~ <br />
